More accurate reporting of advanced hunting access issues

The assistant now reports the correct cause when advanced hunting requests cannot be completed. Previously, certain Microsoft Defender errors indicating that an account was not provisioned for advanced hunting could be incorrectly reported as a missing ThreatHunting.Read.All permission. The assistant now distinguishes between these scenarios to help ensure that remediation guidance matches the actual issue.
