License-restricted Fortify actions now display the correct guidance

When a Fortify action is unavailable because it requires a license, the assistant now reports the licensing requirement instead of attempting to perform the underlying action through an alternative method. In addition, error messages related to licensing restrictions are now displayed more clearly, making it easier to understand the reason the action cannot be completed.
